Is there a free or creative commons licensed geographic names dictionary available (i.e. lists of countries, states/provinces, cities, neighborhoods)?

Reply:I'm not absolutely sure this is free in the sense you describe, but see the site below for an amazingly complete U.S. gazetteer.
